Manager Technical Services

The Manager Technical Services (MTS) is responsible for ensuring the technical airworthiness and configuration control of the airline's fleet. This includes managing maintenance programs, modifications, repairs, AD/SB compliance, defect and reliability monitoring, and engine/structural condition oversight. The MTS ensures all technical data, manuals, and records are accurate, up to date, and compliant with regulatory, OEM, and company requirements, while providing specialist engineering support across Maintenance, Operations, Quality, Materials, and Planning. The role also leads the Technical Services team, maintains AMOS data integrity, supports technical investigations, liaises with OEMs and regulators, and ensures safe, compliant, and cost-effective fleet performance. The position reports to the Senior Manager Engineering - Continued Airworthiness.

Key Responsibilities

Key Responsibilities include but not limited to:

  • Provide technical expertise to ensure full compliance with ANR 145C, IOSA standards, and all continued airworthiness requirements.
  • Maintain and control aircraft technical specifications, configuration, ETOPS CMP compliance, and all related maintenance data.
  • Manage compliance with all Airworthiness Directives (ADs), Alert Service Bulletins (ASBs), mandatory publications, and ensure appropriate methods of compliance are validated and scheduled in AMOS.
  • Prepare and submit aircraft Certificate of Airworthiness renewal review packages to QA.
  • Ensure all ETOPS requirements are incorporated into modifications, maintenance programs, and documentation.
  • Lead and validate company-initiated configuration changes to ensure regulatory and OEM compliance, with full configuration control in AMOS.
  • Oversee all aircraft and component modifications, repairs, system changes, and defect/root cause analysis to support fleet reliability and reduce operational disruptions.
  • Administer, monitor, and analyze the Fiji Airways and Fiji Link Reliability Programs.
  • Control documentation for defect analysis, reliability tasks, mandatory inspections, CPCP, campaign changes, and other non-routine engineering activities.
  • Chair the Modifications Committee, ETOPS & Reliability Meetings, and participate in MRG/SAG forums.
  • Develop, administer, and manage revision control of Aircraft Maintenance Programs (AMP) for all fleet types, ensuring regulatory approval and AMOS accuracy.
  • Manage the development, revision control, and regulatory approval of MELs, ensuring timely distribution to stakeholders.
  • Oversee development, revision, and publication of all technical manuals, publications, and filing systems, including archiving and technical records management.
  • Manage overhaul and shop-visit programs for Engines, APUs, and Landing Gear, ensuring OEM compliance and life-limited parts tracking in AMOS.
  • Oversee engine condition trend monitoring across all fleets, escalating discrepancies to the Senior Manager Engineering - Continued Airworthiness.
  • Manage loadable software programs across all Fiji Airways and Fiji Link aircraft types, including oversight of onboard network systems for B737 MAX 8 and A350-900 (E-Operations).
  • Manage Fiji Airways ANSP documents (ANSP-FJIMAX8, ANSP-A350XWB).
  • Maintain effective liaison with OEMs, regulators, external engineering organizations, and internal stakeholders (Production, MCC, QA, Materials, Workshops, Planning).
  • Ensure strong cross-department communication to support operational needs and technical decision-making.
  • Lead, coach, and mentor the Technical Services team, including onboarding, performance appraisals, and career development.
  • Maintain staff competency and ensure adherence to the Corporate Integrated Safety Management System (SMSM).
  • Establish expenditure authorization procedures, monitor technical budgets, and review staff/financial reports for operational alignment.
  • Produce technical reports for management and maintain comprehensive technical records.
  • Perform any other duties assigned by the Senior Manager Engineering - Continued Airworthiness.

  Qualifications, Skills & Experience

  • Bachelor's Degree in Engineering, or Bachelor of Science (Major Engineering) or Aeronautical Engineering or other relevant field or 
  • Approved LAME.
  • Have a minimum 8-10 years of experience in aircraft engineering or technical services within an airline, MRO, or regulatory environment.
  • Proven leadership experience with the ability to manage and develop technical teams.
  • Proficiency with AMOS or similar maintenance information systems.
  • Extensive technical knowledge in all facets of aircraft maintenance and a working knowledge of aviation regulations such as IOSA, Part 145, Part 21 and Part M (CAMO).
