TSE MEL & Airworthiness Compliance

This role reports to the Manager Technical Services and is responsible for the development, control, and regulatory compliance of the Minimum Equipment List (MEL), ensuring all revisions are accurately assessed, approved, and published in line with applicable aviation regulations.

The role also ensures continuous monitoring, evaluation, and reporting of Airworthiness Directives (ADs) and aircraft modifications to maintain continued airworthiness compliance. It supports governance through reporting to the Maintenance Review Group (MRG) and ensures compliance with CAAF ANR 145, EASA, FAA, and other applicable regulatory requirements. This position has a direct impact on fleet safety, regulatory compliance, and operational availability.

KEY RESPONSIBILITIES

Key responsibilities include but not limited to:

  • Review and evaluate revisions to the MMEL, DDPG, and CDL, ensuring accurate updates to the company MEL prior to submission to the Civil Aviation Authority of Fiji (CAAF) and maintaining regulatory compliance.
  • Ensure timely incorporation of MEL revisions for Fiji Airways and Fiji Link fleets in accordance with regulatory and internal procedures.
  • Maintain MEL content accuracy, operational suitability, and compliance with regulatory standards.
  • Manage MEL publication and distribution through approved document management systems (e.g., Web Manuals).
  • Ensure integration of CDCCL requirements within MEL where applicable.
  • Review Airworthiness Directives (bi-weekly) for Fiji Airways and Fiji Link fleets and ensure accurate implementation in AMOS, with reporting to MRG.
  • Conduct audits of Airworthiness Directives to ensure accuracy, completeness, and compliance through verification of maintenance records.
  • Evaluate ADs relevant to MEL, CDL, and AFM, ensuring appropriate updates are made in line with State of Manufacturer requirements.
  • Communicate AFM-related AD changes to Flight Operations and ensure required amendments are implemented.
  • Ensure all ADs are complied with within mandated timeframes and escalate discrepancies to the Manager Technical Services.
  • Review and validate compliance of Alert Service Bulletins, SBs, AOTs, AOMs, and other mandatory continuing airworthiness requirements in line with ANR 145C.
  • Prepare and submit technical compliance documentation to CAAF for regulatory approval.
  • Recommend proactive replacement and inventory strategies to mitigate compliance risks and maintain aircraft airworthiness and availability.
  • Escalate overdue compliance items, risks, and non-compliance issues to management.
  • Chair monthly Maintenance Review Group (MRG) meetings as compliance SME, ensuring governance in line with ANR 145C.
  • Present regulatory compliance reports, risk assessments, and mitigation plans to senior leadership.
  • Oversee Certificate of Airworthiness (C of A) data package review and ensure accuracy prior to CAAF submission.
  • Review and sign off Certificates of Maintenance (C of M) for completeness, accuracy, and compliance.
  • Promote a strong safety and compliance culture within CAMO and support KPI reporting for continuous improvement.
  • Review OEM RSPL and MEL Category A and B requirements to ensure adequate spares support for operational performance.
  • Perform additional duties as directed by Manager Technical Services or Section Coordinator.
  • Fully utilize AMOS system functionality to support configuration compliance and regulatory management.

QUALIFICATIONS & EXPERIENCE

  • Bachelor's degree in Aeronautical, Mechanical, or Electrical Engineering.
  • Minimum 2 years' experience in an aviation engineering environment with understanding of aircraft maintenance and continuing airworthiness requirements.
  • Experience in a technical field is advantageous.
  • Experience using computer-based maintenance control systems (e.g., AMOS or equivalent).
  • Strong communication skills.
